Action against non-functional dept in Sadar Hills mooted

Kangpokpi, September 12 2014 : Actions will be taken against non-functioning departments and its officials within Sadar Hills area.

DC Kangpokpi here today discussed the non-functionality of some Govt.departments as well as absence of its concerned heads of department in their respective places of posting.

The meeting was attended by more than 40 DLOs apart from various CSOs including Kuki Inpi Sadar Hills-House of the Kukis and Kuki Women Union Sadar Hills.

DC Kangpokpi pointed out that there are some department operating from Imphal with the knowledge and authorization of higher authority, but there are also numerous departments operated at other places without the authorization from their higher authorities.

Whether authorized or unauthorized, all departments should initiate every possibility to operate at their respective places of posting, asserted Addl.

DC while cautioning the DLOs who do not function at their respective department that disciplinary action would be initiated sooner or later.

In the meantime, the Addl.

DC said that if there is free and fair atmosphere everyone is willing to operate and function from their respective place of posting and adding that when all DLOs work sincerely and accordingly Districthood is possible.

DC also emphasized the necessity of regular payment of electric bill by the consumers and urged concerned authority for regular revenue collection to ensure regular power.

Furthermore, he said that SDOs concerned should held meeting with the concerned village chiefs for collection of electric bill with 5 % commission and the concerned authority should campaign for legal connection to those who have unauthorized connection.

Regarding the uses of Kanggui in place of Kangpokpi, the Addl.

DC lamented that all Govt.departments or offices should be exempted from using Kanggui in place of Kangpokpi since Kanggui is not yet officially recognized by the Govt.Dr.Touthang, in-charge Medical Officer, CHC Kangpokpi highlighted various problems including shortage of doctors, necessity of repairing approach road and proper fencing while Nehru Yuva Kendra, Kangpokpi Coordinator lamented that even though NYK Kangpokpi in collaboration with JNIMS, Porompat, Imphal has conducted voluntary blood donation camp at various place, it is still not able to ensure adequate blood supply when needed.

David Lhouvum, Branch Manager, SBI Kangpokpi, pointed out that Prime Minister's Jan Dhan Yojana is not a new thing and added that banking sector particularly SBI has long before campaigning for opening bank account.

While responding to a query regarding opening of bank account after the Prime Minister Independence Day's speech, the SBI Kangpokpi Branch Manager asserted that nothing is clarified and everyone including the banking sector as well as civil administration is in the dark regarding the guidelines and system of the newly launched PM's Jan Dhan Yojana.

"However, as per the instruction we have also crossed the target of opening 150 bank accounts and is still counting", added the Branch Manager.

Kuki Inpi Sadar Hills President Seikhomang Khongsai while conveying Inpi's concern for non complete implementation of Manipur (Hill Areas) Autonomous District Council Act 1971 (Parliament Act No.76 of 1971, 26 December, 1971) asserted that Public Meeting will be held at Gamnom Sapormeina on September 15 regarding the issue and sought cooperation and support from DLOs.

The KISH supremo also urged every DLOs to operate and functions within Sadar Hills and stops operating in other places and added that the CSOs spearheaded by Kuki Inpi Sadar Hills will start inspecting all Govt.departments later to ensure every department function and operate in their respective place of posting.
