Imphal, September 12 2014 :
The Association of Premier State College Seniors, Manipur (APSCS) has urged the State Government to survey the habitable, cultivable and resourceful areas to study whether the State is in a position to accommodate the influx of non-locals.
Speaking to reporters at its office located at DM College campus, APSCS general secretary Dr AK Chisthi said that although people generally take ILPS as a political issue, APSCS members take it as a biological activity.
Saying that it is not possible to accommodate people more than its 'carrying capacity' in a house, Dr AK Chisthi urged the State and Central Governments to think over the issue seriously.
It is now time to study whether the State can accommodate more people from other States by surveying the habitable and cultivable areas and resources of the State, he added.
Dr AK Chisthi observed that there must be some limitations although the Constitution grants freedom of movement or settlement in any part of the country.
Saying that the Government must check influx of non-locals to protect indigenous culture, tradition and population of the State, Dr Chisthi said that it is natural to react if the future of indigenous people is in danger.
APSCS joint secretary Dr O Kumar said that it would not be possible to check influx of outsiders when train service reaches Imphal and Look East Policy is fully operational.
