State to propose Rs 3231.09 cr for annual plan 2010-11

State Chief Minister, O Ibobi today left Imphal for New Delhi.
His wife, MLA O Landhoni, Chief Secretary, DS Poonia and DGP, Manipur, Y Joykumar accompanied the Chief Minister.
Power Minister Phungzathang Tonsing, MPCC president Gaikhangam, Rajya Sabha MP, Rishang Keishing, Government Chief Whip T Mangibabu and MLA M Prithviraj were other political leaders who have left Imphal for New Delhi today.
It could not be ascertained whether they were part of the Chief Minister's visit or not.
A highly reliable source said that the Chief Minister and the officials will attend a preparatory meeting of the annual plan outlay 2010-11 with the officials of the Planning Commission of India (PCI).
Mention may be made here that the Planning Commission of India had held a discussion on the resource mobilisation of Manipur on January 12 at Yojana Bhavan, New Delhi.
The high level meeting between the Deputy Chairman, PCI and Chief Minister O Ibobi will discuss the annual plan 2010-11 proposal for the state within January 31 .
The state is proposing Rs 3231.09 crore for the annual plan 2010-11.It includes Rs 800 crore as Special Plan Assistance (SPA).
The same has been submitted to the Planning Commission of India on January 4, the source said.
The state plan proposal showed an increase of 61.57% over the approved outlay of Rs 2000 crore under annual plan 2009-10.The increase is mainly due to hike in the other ACAs for 2010-11 aggregating to Rs 1628.04 crore, according to the source.
It was further observed that there is a sharp increase in the proposed plan outlay of some of the departments like the Tribal District Council, other Corporations, etc.
and for providing state share of the Centrally Sponsored Schemes (CSS).
Chief Minister, O Ibobi and his officials on the entourage will also hold another round of meeting with the officials of the Prime Minister's Office (PMO) during their sojourn at the national capital to brief on the latest law and order situation and other developmental activities of the state, the source revealed.
