Absence of drainage beneath ground at Sports complex draws public wrath

It is interesting to see the pace of the ongoing construction work of the district sports complex at Chandel Christian with the concerned department and the contractors leaving no stone unturned so as to see the complex completed by December 2014, a timeline which was set by the department in the presence of the then governor of Manipur VK Duggal during his official visit to the district on June 6 last.
However, filling of the earth without drainage beneath the ground had put a big question in the minds of the people and drew allegations from different quarters as to how the concerned department has allowed this to happen.
The fact that the leveling of the ground by filling of the earth without any drainage was charged against the department and the contractor following a sudden inspection to the work site (ground) by a combined team of CNPO's Development and Monitoring Cell along with the chief of Chandel Christian and media on November 29 .

It might be noted that the complex has become an attention grabbing due to the fact that the Chief Minister of Manipur O Ibobi had on June 12 stepped down at the complex.
Addressing the public on the occasion of inaugurating the district mini secretariat, Ibobi himself promised the complex would be completed by December 2014 .
CNPO President Ws Kanral Anal, while speaking to the media on the sidelines of the inspection, demanded investigation, and further alleged the department of failing proper implementation of the project when he said that neither the contractor nor the SO of the department were present at the work site to ensure proper technical inputs.
Ws Kanral Anal further warned of strong line of protests in case the department fails to rectify the defect, as he asked, 'even if the sports complex is completed without the drainage beneath the ground, what the people will hope to benefit from the sports complex' .
With the hope of meeting the deadline, the Civil Society Organisations led by the Chandel Naga People's Organisation (CNPO) Development Monitoring Cell have been monitoring the progress of the work.
Similarly, the local MLA of 41-Chandel A/C St Nunghlung Victor accompanied by the then Deputy commissioner in Charge of Chandel Khetrimayum Robert Singh on October 2 inspected the site.
It is worth mentioning that the MLA was already unhappy with the quality of the drainage beneath the ground and he had instructed the concerned contractors and the laborers not to compromise with quality.
