Gauhati High Court Imphal bench has today issued notices to both the State and Central respondents pertaining to the alleged illegal occupation of Lighthouse Cinema Hall Churachandpur by Central Security forces.
The petitioner namely Sangzuali Gangte (60) of Chieng Kongpang Churachandpur is the proprietor of Light House Cinema Churachandpur.
According to her petition, personnel of 32 Bn BSF without any prior information had been occupying the cinema hall from Jan 19 2002 till they were recently replaced by CRPF personnel.
At the initial stage, she wrote to DC Churachandpur requesting to help in removing the BSF personnel.
The DC then forwarded the matter to the SP of the same dist who later referred it to the Home Dept.
Despite instructions from the State Govt to vacate the area, the BSF authorities neither vacated the complex nor paid the rental charges.
BSF personnel vacated the hall in May last year.
However they were quickly replaced by CRPF personnel who moved in after the departure of the BSF personnel.
Advocate N Umakanta, counsel on behalf of the petitioner had send legal notices to the State respondents and CO 14 Bn CRPF on May 10 2004.The notice while demanding the CRPF personnel to vacate the complex within two weeks and also demanded a compensation of a Rs 10 lakhs.
It also warned of taking up necessary legal proceedings it fails to comply to its demands.
Having perused the petition, the court headed by B Laxman issued notices to the respondents making them returnable within three weeks.
The listed respondents include the Chief Minister, Commissioner/secretary (Home), DGP, Deputy Commissioner and Superintendent of Police Churachandpur and Secretary Ministry of Home Affairs.
Langol rape case: Manipur Human Rights Commission has asked the DGP to submit progress report on the case related raping of a minor girl at Langol Housing Complex on September 6 by one N Vishnu Singh (25) of Uripok Khumanthem Leikai.
The right panel headed by its chairman Justice (retd) WA Shishak issued the notice yesterday asking the police chief to submit the report within four weeks.
The Commission took up the case based on a report submitted by Imphal West SP.
It said that on September 10, a written report was lodg-ed with the OC of Lamphel Police Station alleging that on September 6 around 3 pm, the 13-year old girl was raped by the accused Vishnu.
The victim was examined medically and the police arrested the accused under FIR No.127 (9), 2004 u/s 376 IPC.
While issuing the notice, the right panel also registered the matter as an MHRC case for inquiry under the relevant provisions of the Protection of Human Rights Act, 1993.
