No governance, says Khaidem Mani

There is lack of proper governance in Manipur and the State Government has failed to protect the property and life of common people, said All Manipur Bar Association (AMBA) president Khaidem Mani.
Speaking at a press conference held at his office chamber, Mani said that AMBA strongly condemns the blast triggered at the temporary market shed that claimed lives of three innocent civilians and left over 20 others injured.
Terming the incident as an act of 'mithibong mitambal' (spineless), Khaidem Mani said that one junior lawyer was also injured in the blast, and he is currently undergoing treatment at Raj Medicity.
Saying that no Minister or Government official has visited the injured persons who have been admitted at private hospitals, Mani questioned why these patients have been given step motherly treatment.
He said that bomb blasts are frequently happening in Imphal in the past few months as the Home Department has failed to take up effective measures to check it.
Alleging that corruption is deep rooted in the Manipur Police Department, Khaidem Mani alleged that one has to pay a bribe of Rs 15 to Rs 30 lakh for an officer's post and Rs 5 lakh for the post of a Constable.
He said that it is shameful for the Government to keep on claiming that there was no security lapse, Khaidem Mani said and added that there is no rule of law and the State Home Department is reeling under serious intelligence failure.
Breaking down of CCTV cameras installed in different parts of Imphal city is the another reason for not being able to nab the culprits who were behind these blasts.
Khaidem Mani said that police have arrested more than 10,000 UG cadres till date, however none of them has been convicted for waging war or revolution against the Government of India under Section 121(A) and 124(A) of IPC after conducting a proper trial in a Court.
He also questioned why underground organisations remain silent regarding the blast that occurred at the temporary market shed.
Khaidem Mani further said that people of the State must extend not co-operation to underground groups, which have carried out such blasts.
Regarding Gaikhangam's suspicion on the involvement of State security forces in such blasts, Khaidem Mani said that CBI must be asked to investigate the matter at the earliest.
He said that people must launch a mass movement against mis-governance, injustice and corruption.
The senior advocate also urged the State Government to provide compensation to deceased and injured persons of the March 11 blast.
He said that an emergency executive meeting of AMBA would be held at 10 am tomorrow to discuss the blast.
