Imphal East district police arrested one Maibam Sanjoy of Nongmeibung allegedly involved in a fraudulent land transfer case and remanded him into judicial custody.
Briefing media persons at the SP Imphal East office chamber today, IGP Zone-I, K Jayanta told that a written complaint was lodged before Porompat police station on June 21 stating that a plot of land registered in the name of one Chingakham ongbi Sophiya Devi, wife of Danny of Nongmeibung Academy road bearing patta number 42 under Wangkheirakpam Leikai revenue village has been transferred fraudulently/illegally to one Oinam Homen Singh of Uripok Sinam Leikai after registering a sale deed by a woman impersonating as the actual owner along with some officials of Sub-Registrar Office, Porompat.
Subsequently, a regular case was registered at Porompat Police station for investigation, he said.
During police investigation it was revealed that the sale deed was registered fraudulently by a woman named Chirom Sophiya impersonating as Chingakham ongbi Sophiya Devi.
It was also found that Laitonjam Shyamkumar Singh, LDC/ Sub-Registrar office acted as oath commissioner during the fraudulent sale of the land while Konjengbam Dolendro alias Inaobi, son of Netrajit of Kontha Ahallup Makha Leikai and Longjam Shantikumar, son of Mangi of Nongmeibung Ayangpalli road served as witnesses.
In further course of investigation, a team of Imphal East district police arrested Maibam Sanjoy while other persons (Oath Commissioner and witnesses) involved in the case took anticipatory bail.
During interrogation, Sanjoy who acted as the identifier during the fraudulent sale, revealed that said plot of land was sold at Rs 70 lakh while the actual worth of the land as per the minimum guidance value prescribed by the Government was only Rs 2,87,500.Maibam Sanjoy was further found to be involved in another similar case of fraud and forgery earlier and he was on bail in connection with another case registered at Imphal Police Station.
Regarding the modus operandi, Maibam Sanjoy further revealed that he asked his wife to impersonate the real pattadar during the registration in collusion with some Government officials of the Sub-Registrar Office, Porompat.
The IGP further stated that officials of Sub Registrar office, Porompat namely; Sub Registrar N Pritam and LDC Laitonjam Shyamkumar did not identify the real owner violating section 34(3) of Indian Registration Act, 1908 thereby favouring/ benefiting the seller/impersonator, Ch Sophiya.
Hence Section 7 (a) of Prevention of Corruption Act and Section 81 of Registration Act have been invoked in the case, he continued.
Further attempt is being made to arrest impersonator Ch Sophiya who is still absconding while her husband Maibam Sanjoy was produced before the Court of Session Judge Imphal East yesterday and remanded into judicial custody.
