Imphal, April 20 2015 :
Referring to Chief Minister O Ibobi's statement that the Central Bureau of Investigation (CBI) has turned down the State Government's proposal to investigate into the discovery of human skulls and skeletal remains from the erstwhile Tombisana High School campus, the Committee on Mass Grave at Tombisana School (COMGATS) remarked that the same statement smacks of sheer irresponsibility.
It has been almost four months since the human skulls and skeletal remains were discovered at Tombisana High School campus on December 25 last year but the Government has done nothing to identify the skulls and skeletal remains.
A press release issued by COMGATS informed that they called on the Chief Minister and submitted a memorandum about three months back but none of the proposals put forward through the memorandum has been translated into action.
If the CBI has turned down the proposal to investigate into the startling discovery, a committee headed by a retired Judge can be constituted to investigate into the discovery.
If the State Government does not have the capability to investigate and establish the facts behind the skulls and skeletal remains, it should confess its weakness to the public.
People may set up an independent enquiry commission to probe into the matter.
The Chief Minister should be unequivocal in such sensitive matters.
Ibobi should inform the public where the skulls and skeletal remains discovered from Tombisana High School campus are kept.
Highlighting that many cases handled by CBI in Manipur remained inconclusive, COMGATS from the beginning made it clear that it was not in favour of CBI enquiry.
The shocking discovery should be investigated thoroughly by a committee headed by a retired Judge and comprising of Anthropologists, Forensic Science experts and others.
The matter cannot be hushed up just because the CBI has turned down the proposal to investigate it.
