People are facing problems on all fronts amid the present crisis.
Many are unable to buy rice at the market which comes at an inflated rate.
The people need their quota of NFSA rice to be delivered regularly and without any hindrance, he said.
Joykisan continued that the people of Thangmeiband Assembly Constituency have asked the reason for not releasing the rice for September and October.
The Department concerned should give the reasons and also release the rice at the earliest, he said.
He also talked about the present conflict between Meiteis and Kukis and said that the Government is taking up all efforts to restore normalcy and peace.
Mobile internet data service has been banned to avoid unwanted incidents that may flare up tensions.
The ban has inconvenienced the people, but is necessary to restore normalcy, he said, asking people to bear the inconveniences for some time in the interest of bringing peace in Manipur.
He also appealed to the All Naga Students' Association Manipur (ANSAM) to call off its stir and lift the economic blockade imposed in response to the ban on the internet.
He argued that the economic blockade would cause more damage to the people than the mobile internet ban does.
Condemning the killing of SDPO Anand Kumar in Moreh on October 31, he said the culprits who are carrying out anti-National activities should be nabbed and given punishment according to law.
As the identity of the suspect involved in the killing of the SDPO has been identified, according to Security Advisor Kuldeip Singh, India Government and all its machinery should be put into task to nab the culprits, he said.
He appealed to all communities and civil society organisations to come together to resolve the current crisis.
