Imphal, October 31:
With the Memorandum of Understanding signed between the Union Finance Ministry and the State Government set to expire by March next year, the State Government has started working out the modalities for a fresh MoU.
The earlier MoU was implemented in the backdrop of the acute financial crisis besetting the State.
Talking to The Sangai Express a highly placed source said that as the present MoU will expire in March next year, the State Government has working out the details of the clauses that will come under the ambit of the understanding.
The earlier MoU was signed between the Centre and the State Government during the tenure of W Nipamacha but was reviewed when the SPF Government came to power under Chief Minister O Ibobi.
Some of the main points contained in the MoU include fiscal problems of the State, fiscal objective and reforms, budgeting reforms, power sector reforms and public sector reforms etc.
Under the MoU, the State Government had abolished 3480 regular posts as well as 3690 work charge in different Government Departments.

The actual contents of the MoU will however be decided according to the amount of fund allotted to the State Government during the 12th Finance Commission which will come into force in April next year.
The State Government may seek ways to partially ease the complete ban on all fresh appointment in Government Departments presently enforced, said the source.
