Truck delivers only challan, no rice

A truck (MN03T-0381) loaded with nine tonnes of rice from Jiribam FCI godown submitted only the challan but delivered no rice apparently under an understanding with some officials of Sangaiprou FCI godown and those manning the weight-bridge.
Meanwhile, the Manipur Truck Owners' Welfare Association has announced a cash reward of Rs one lakh if any one can prove that the particular truck delivered rice at FCI godown.
Speaking to media persons at their MG Avenue office today, Manipur Truck Owners' Welfare Association president H Ranjit alleged that the FCI godown located at Sangaiprou has been converted into a place of robbery under a tacit understanding between some officials, drivers and contractors.
Around 100 trucks loaded with rice reached Imphal from Jiribam on July 7.Out of these trucks, the one carrying registration number MN03T-0381 never arrived at Sangaiprou for unloading the rice.
Instead of rice, the driver of the truck delivered a challan, Ranjit asserted.
In case the particular driver and his assistant can prove that they did deliver their load at Sangaiprou godown and if any FCI official can testify that the truck delivered its load at the godown, the association will reward them with Rs one lakh.
Tata trucks with registration nos MN01-7743 and MN01-8112 were never seized by Assam Rifles or police.
However, the association wrote to FCI asking the authority not to engage the two trucks for transporting rice as a sort of punishment for violating rules of the association, and it was an internal matter.
All the restrictions imposed on the two trucks have been lifted and they have been permitted to ferry goods, Ranjit said.
The FCI authority ought to clarify that no case was taken up against the two trucks.
He further appealed to all concerned not to defy Supreme Court order by overloading vehicles along Imphal-Jiribam road.
The Transport Dept should take up due punitive actions against those who have been overloading their vehicles along the same route.
Saying that Manipur Truck Owners' Welfare Association is not involved in any case of stealing rice and other items, Ranjit said that they would expose all the activities of fraudulence and thievery being committed by other transport contractors.
