Imphal, January 23 2017:
The Citizens Committee Manipur (CCM) has resolved to approach the United Nations (UN) and seek the international body's intervention into the protracted issue of economic blockade.
Speaking to media persons at Thangmeiband this afternoon, CCM chairperson and former Chief Minister Radhabinod Koijam said that the CCM held a meeting yesterday and resolved to approach the UN as neither the Central Government nor the State Government has done anything to get the 80 days old economic blockade lifted.
CCM understood very well that the Central Government and State Government have been shirking responsibilities and blaming each other with their eyes fixed on the forthcoming State Assembly election.
Both the Central Government and the State Government have not been working sincerely to get the economic blockade lifted.
They have failed to discharge their Constitutional obligations, Radhabinod said.
As such, CCM resolved to send a representation to the Special Advisor to the UNC Secretary General on Responsibility to Protect.
CCM appreciated all the sections including Leishemba Sanajaoba who have been working sincerely to resolve the issue of economic blockade, continued the former Chief Minister.
The ongoing economic blockade which came into force on November 1 last year is an act of terrorism, he added.
CCM convenor Babloo Loitongbam said that the Special Advisor to the UNC Secretary General on Responsibility to Protect deals with genocide, war crimes, ethnic cleansing and crime against humanity.
If the particular Government of a suffering population cannot get a blockade lifted, international community may assist the country to ease people's suffering.
If the people's suffering could not be mitigated even with assistance of the international community, one can complain to the Special Advisor.
Due actions can be initiated against the aggressors who have been imposing economic blockade after the issue is discussed in the UN General Assembly and the Security Council, Babloo said.
The Special Advisor and the Genocide Convention have their offices at UN Plaza, New York.
As blockade is a crime against humanity, a representation would be sent to the Special Advisor through e-mail today itself, Babloo said.
