The State Assembly today passed the Manipur Appropriation Bill (Number 1), 2004 amounting to Rs 369,01,24,000 after thorough discussion.
Replying to questions raised by the members of the House, Chief Minister O Ibobi, who also holds the Finance Portfolio, said that administrative works in the Government Departments have been greatly hampered since there are many vacant officers posts.
To rectify this short coming, the State Government will highlight the matter to the Centre, he added.
To recruit fresh talents and over come the problems of shortage of officers, the Chief Minister said that the MPSC has been directed to hold a combined recruitment test to select, MCS, MPS and SDC officers.
At the moment many officers posts are being occupied by employees who have risen through the ranks and file and this has blunted the effectiveness of the Govt Depts.
To fill up the vacancies in the Police Department, particularly posts of IPS cadres, action will be taken up soon in view of the law and order situation, said the Chief Minister and added that there are over 100 Medical Officers posts vacant in the Health Department.
Necessary steps will be taken up to fill the vacant posts, he added.
On the financial condition of the State, the Chief Minister said that efforts are on to cut down the non-Plan expenditure in view of the huge Govt employees� work force.
Moreover stress has been laid on resource mobilisation drive, he added.
If the law and order situation improves then the Govt will be able to fully utilise about Rs 781 crores, said the CM and appealed to all to extend their co-operation to the Govt.Plans are also on to develop Moreh town under funding from DONER, informed the CM.
On the Capitol Project, the CM said that to construct the necessary drainage system the Government will acquire a further 50 feet of land on the western and eastern side.
