IOC instruction irks distributors

A recent instruction of the IOC issued by Senior Area Manager, Silchar has put LPG distributors of the State in a serious dilemma.
The instruction said that all those consumers included in the categories of same name, same address; same address but different names and incomplete addresses should be blocked.
But in Manipur, there are many people having same names and address, same names but different addresses.
If the IOC's instruction should be followed strictly, each distributor must cancel 95 per cent of their consumers.
The new instruction would deny LPG refill to consumers included in the three categories even if they have booked earlier.
Moreover, they would not be allowed to book in future.
As such, LPG distributors are facing a situation where they would not be able to distribute LPG to consumers.
There is no meaning for a distributor to run his/her business for the sake of just 200/300 consumers.
The Senior Area Manager, Silchar issued the instruction as per the advice of DGM (LPG) NEISO, Ministry of Petroleum and Natural Gas, Government of India.

This policy not only sounds awkward but is not applicable at all in Manipur.
The same policy has been already put on hold in Mizoram on account of strong pressure exerted by its Government.
Likewise, the Government of Manipur too need to urge the IOC to put the same policy at bay.
As for other parts of the country, the policy has no problem as each family have their separate house/flat numbers.
The new initiative is a part of the Government of India's policy to ensure six LPG refill cylinders to consumers in a year at subsidised rate.
In case, any consumer need more than six refills, he/she must buy LPG refills at non-subsidised rate.
But for States ruled by Congress Governments, it was announced that three additional LPG refill cylinders would be made available to consumers in a year.
