The Gauhati High Court, Imphal Bench has directed the Executive Director, District Rural Development Agency (DRDA), Imphal East district to dispose the application filed by one Indira Awaas Yojana (IAY) beneficiary on March 9 last within one month with a reasoned order.
The direction was issued by a single bench comprising Justice UB Saha following a Writ Petition at motion stage, which was filed by one Moirangthem (O) Kamala of Uchekon Takhok Mapal Awang, Imphal East District.
According to a statement released by the Director of Human Right Law Network, Meihoubam Rakesh, the Petitioner, a selected beneficiaries under IAY in Imphal East, contended that the Pradhan of Uchekon Nongpok GP, Pangambam Debal had tried to obtain the signature of the Petitioner on a blank 'Actual Payee Receipt' (APR) without disbursing the financial assistance to the petitioner under the IAY by using fraudulent means.
Suspicious of the nature, the petitioner submitted an application to the Executive Director of DRDA, Imphal East for releasing the financial assistance in the form of DD/banker cheque drawn in her favour, the HRLN stated.
It stated that even after the lapse of one complete month, the authority concerned did not do anything for early payment of the financial assistance to the petitioner till date.
On the other hand, the other selected beneficiaries of the IAY of Uchekon Nongpok GP have started construction of their respective houses after receiving financial assistance.
It is directed the Executive Director, DRDA, Imphal East to inquire into the charge made by the petitioner in her petition, it stated.
Advocate Meihoubam Rakesh appeared on behalf of the petitioner while Amarjit Naorem, Central Government Standing Counsel and Aheibam Modhuchandra Singh, Government Advocate appeared on behalf of the Union of India and the State of Manipur respectively.
The Writ Petition is being filed at the active initiative of Human Rights law Network, it added.
