Jt Director says no to 'ineligible' Director

Veterinary and Animal Husbandry Joint Director (Planning) Ch Nandakishore has said that no one who does not have basic knowledge of veterinary and animal husbandry, and not registered with the Manipur State Veterinary Council should be appointed as the department's Director even if he/she is an IAS officer.
Referring to some media reports about the Government's plan to resolve the issue of promotion in Veterinary and Animal Husbandry Department by appointing one IAS officer as the Director, Nandakishore said that no one who does not possess Veterinary and Animal Husbandry Degree and not registered with the State Veterinary Council is eligible for appointment to the post of Director.
Even though there was a row for sometime and the matter had reached the High Court and the Supreme Court, the service rules of 1994 have been properly implemented in the department since 2012.As the seniority list has been maintained properly, the department is now able to discharge its duties peacefully, free from any litigation, said the Joint Director (Planning).
Saying that Veterinary and Animal Husbandry Department is included in the organised sector, Nandakishore pointed out that the Veterinary and Animal Husbandry Service Rule 1994 published on October 17, 1994 says that the Director or any officer of the department should have basic qualification and must be registered with the State Veterinary Council.
As such, even if one is an IAS officer, he/she is not eligible for the post of Director if he/she is not registered with the State Veterinary Council.
''However, if any ineligible IAS officer is appointed as Director forcibly, we would file a litigation", Kishorchandra said.
Quoting a particular media report, the Joint Director (Planning) sought details of the four officers who have been reportedly promoted even though they were not recommended by the selection committee.
He said that the particular news report is fit to be served a legal notice.
Under the Innovative Piggery Development in North East region scheme, the Government of India purchased pigs from the UK at the rate of Rs 1.40 lakh each and Manipur was given 20 such pigs for artificial insemination.
It is not right for any section to project the entire process in wrong light, he added.
