Imphal, July 09 2019:
M/S NE Enterprises proprietor L Hemanta Singh has refuted all the allegations made by Khurai AC MLA L Susindro regarding non-receipt of subsidised rice by NFSA beneficiaries of his Assembly segments for six months as baseless.
Speaking to media persons at Manipur Press Club here today, L Hemanta said that he has been working as NFSA rice transport contractor of seven Assembly segments including Khurai AC since the past four years.
He claimed that he has not committed any discrepancy in lifting NFSA rice till date.
Even though rice quota for 19 months was procured by Y Thoithoiba (Bodey) of Khurai Kongpal Sajor Leikai who is the nominee of MLA L Susindro, utilisation certificates for distribution of rice to beneficiaries were submitted only for 18 months, Hemanta said.
Saying that the same matter has been already published in media, the contractor asserted that the MLA should not feign ignorance of this fact.
He went on to say that he is ready to debate the matter at a proper platform.
Hemanta said that he tried to talk the matter with the MLA repeatedly but the MLA did not give him any opportunity for a meeting.
The transport contractor said that he obtained an anticipatory bail after the MLA lodged an FIR in connection with the purported loss of six months' quota of rice.
So far, rice quota for 24 months have been lifted from Government godown against which the nominee had paid and procured rice quota for 19 months in respect of Khurai AC, he said.
He claimed that the remaining quota of rice for five months is still in his custody and the same can be drawn by the nominee after paying the required amount.
Next consignment of rice is released only when utilisation certificate of the previous consignment is officially submitted.
He went on to allege that the nominee deducts 1 Kg of rice per PHH beneficiary and 5 Kgs per AAY beneficiary which implies that the nominee deducts 259.02 quintals of rice from PHH beneficiaries and 58.35 quintals from AAY beneficiaries every month.
He then appealed to all concerned not to misinform police and the CAF&PD Department including the CAF&PD Minister.
