Imphal, March 15 2013 :
Due to alleged maladministration and lack of wisdom and responsibility on the part of its Vice Chancellor, the lone Central Agricultural University (CAU) in Manipur has withered away like
anything today.
Even the boundary fencing of its girls' hostel has crumbled down thereby raising security concern of the students and the staffs.
A select team of media persons went to collect a firsthand report of the present condition of CAU and witnessed the dilapidating condition in which the institute is remaining today.
According to highly reliable sources, the incumbent Vice Chancellor SN Puri, who has been in the post for the last nine years, is solely responsible for the sorry state of affairs prevailing in CAU today.
The source further revealed that Manipur Agricultural College was established by the State Government in 1979 under the Manipur Agricultural College Society, with the Chief Minister as its Chairman.
Later on, the College was upgraded into a full-fledged Central University underthe name Central Agricultural University (CAU) by an Act of the Parliament in 1992 with its Head Quarters at Iroishemba.
CAU started functioning since the second week of November 1993, after amalgamating the erstwhile Manipur Agriculture College.
CAU has completed 20 years of its existence today.
However, the estimated expenditure for the Academic Blocks meant for Post Graduate courses which were sanctioned during the 9th and 10th plan period still remains unutilized till date as the buildings and its infrastructural development works have not been completed.
An amount of Rs 60 crores had also been siphoned off by some unqualified contractors, the source disclosed.
The incompletion of construction works of the Auditorium, Farmers Hostel, Gymnasium, Girls Hostel, Boys Hostel, especially for the Post Graduate Students, is in violation of the academic rights of the students.
Adding to that, the institute has not constructed the boundary fencing including that of the Girls and the Boys' Hostel.
As such the students and staffs are feeling insecure, it added.
The source further informed that the present VC, DR SN Puri has been in a deep slumber, without doing any development works for the institute for the last nine years since 2004.The small campuses situated at Mizoram, Meghalaya, Tripura, Arunachal Pradesh and Sikkim have developed and prospered more than its Head Quarter at Iroishemba.
Today, CAU has been placed under a miserable condition due to the bias motive of the present VC Dr SN Puri who hardly stays in his office for 5/6 days in a year.
As a result all his official works remains unattended and delayed indefinitely, the source added.
It may be noted here that the State Government has provided over 279 acres of land to CAU.
