Govt employees unable to procure loan from GPF

Employees of Manipur government are facing immense difficulty in withdrawing their GP fund as they are unable to generate OTP in GPF monitoring system thereby blocking withdrawal of account statement.
As per a reliable source, the GP funds of every employee of Manipur government are deposited in a government account after deducting the amount from their respective monthly salaries.
Accountant General Manipur handles every detail of this account and sends the account statement to every employee on completion of one year.
This has been done to allow employees to rectify error, if any.
Employees of Manipur government are allowed to withdraw some portion of the total GPF amount as loan for emergency use and repay the withdrawn amount with small interest every month.
In the past, statements of GP fund were sent by AG to employees in paper and this enables employees not only to check their statement but also facilitated them to withdraw the amount required.
However, this system has been replaced by online GPF monitoring system for the past 10 years.
The new system does not require employees to visit AG office but ended the earlier system of sending account statement in paper.
Under the new system, employees could access their complete account statement just by entering account number and pin number and they will receive an OTP on their registered mobile number to withdraw account statement.
However, it has been several months that employees are not getting OTP and inability to access account statement thereby disallowing them to avail loan amount.
When asked about the matter, an NIC official, who has designed and developed GPF monitoring system application, told The People's Chronicle that generation of OTP is to be allowed when AG pays entitled tax to mobile service providers and there must be lack of communication between the AG and mobile service providers on the present issue.
