Underlining the importance of the upcoming Census 2011 exercise, Governor Gurbachan Jagat has appealed to the public of Manipur to extend their full co-operation to the Census officials, who will be conducting the exercise in two phases.
The first phase of Census 2011 and preparation for National Population Register will be launched from June 1 to July 15 in Manipur along with the rest of the country, said a statement issued from the Raj Bhawan today.
The first phase will cover House Listing and Housing Census from June 1 to July 15 while the second phase will cover population enumeration from February 9 to February 28, 2011 .
The first phase of the Census exercise includes the preparation of the National Population Register for the first time along with the Houselisting operations, said the Governor.
Stressing on the importance of the Census, taken after each decade, the statement said that it is the only reliable source of information on demography, economic activities, literacy and education, housing and household amenities, urbanisation, fertility and mortality, STs and SCs, language, religion, migration, disability and many other socio-cultural and demographic data.
The Census 2011, which will be the 15th National census of the country will provide information for planning and formulation of policies for the Central Government and State Governments and will be used by international agencies.
Thirty five types of information relating to building material, use of houses, drinking water, availability and type of latrines, electricity, possession of assets etc will be collected in the first phase.
Besides being a register for usual residents of the country, the National Population Register (NPR), will be a comprehensive identity database that will help in better targeting the benefits and services under the Government schemes to improve planning and strengthen the security of the country.
This is being done for the first time in the country, said the statement and added that the NPR will bear the Unique Identification Number (UID), to be issued by the Unique ID Authority of India.
The maintenance of the NPR data base and subsequent updating will be done by the Office of Registrar General and Census Commissioner of India.
Elaborating, the statement said that fifteen types of information will be collected during the NPR, including name of the person, relationship to Head, father's name, mother's name, spouse's name, sex, date of birth, marital status, place of birth, Nationality as declared, present address of usual residence, duration of stay at present address, permanent residential address, occupation/activity and educational qualification.
The biometrics (photographs, finger prints etc) of the Usual Residents aged 15 years and above will be collected during the second phase of NPR.
In all the services of about 7300 school teachers will be utilised as enumerators and supervisors under the supervision of the DCs concerned.
