Manipur first among NE states to bring out vision document for next 25 years

With reference to the arrest of 80 Myanmarese nationals from a Churachandpur district locality on Tuesday, chief minister N Biren conceded that incident of Myanmarese nationals infiltrating into Manipur is not for the first time.
Previously, 40/50 Myanmarese nationals were arrested, he said in response to queries from media persons on the sidelines of launch function of the Manipur Vision 2047 held at the Chief Minister's Secretariat here on Wednesday.
As the issue is of border crossing between two nations, it should be dealt with at the level of ministry of external affairs and home ministry, Biren maintained, adding that the arrested Myanmarese nationals will be made to stay at a proper place until the ministry takes a decision.
In order to prevent Myanmarese nationals from crossing into the state illegally, the CM informed that he had already requested ministry of external affairs and home ministry through a letter for setting up foreigner checking gate at four places along the Indo-Myanmar border namely Behiang, Moreh, Molcham and Kamjong at the earliest.
With regard to launch of Manipur Vision 2047, he said that it will serve as a decisive road map for the state's rapid and sustainable growth for the next 25 years.
The vision shall primarily serve as a guide for government departments and development partners as they plan specific development initiatives for the state, he explained.
The chief minister also launched CM Dashboard, Website of the Vigilance & Anti-Corruption Department and Online Vigilance Certificate Portal.
Biren said that the state government under the guidance of the Central government started planning for the development works to be taken up for the next 25 years for the last 8 months.
Stressing the need for proper planning before carrying out any development activities, he added that the Manipur Vision 2047 has been placed for knowledge of the people of Manipur in connection with the celebration of 75 years of India's Independence.
Stating that the Vision 2047 would help the present generation in making a better Manipur for the future generation, the CM praised officials concerned for their dedicated efforts and coming up with the long-term vision.
He mentioned the projects of Ring Road, Liklang Pareng and Border Road are better connectivity throughout the state.
He also stated the vision included details on attaining self-sustainability through the Atmanirbhar Bharat, employment generation and development of agriculture sector and other sectors among others.
The chief minister lauded the India Infrastructure Finance Company Ltd (IIFCL) for making the state first among the Northeastern states to bring out a vision document for the next 25 years and expressed confidence that the state would be able to successfully execute the plan.
Recalling that the cabinet had resolved to make the five valley districts covered under MLRLR Act as planned area under State Planning Board, he said that drafting of the cabinet decision is under process so as to translate it into an Act by introducing in the July session of the Assembly.
Moreover, developmental works have been hindered in hill areas due to lack of proper land policy.
As such, discussions have been started for framing a separate land policy for the hills.
It may be mentioned that the Online Vigilance Certificate Portal launched on Wednesday will streamline the process of issuing Vigilance Certificate which will result in cost, time and manpower saving in the government.
Further, an employee can also track his or her application online.
The portal would help remove corruption, increase transparency and improve service delivery by leveraging information technology.
The CM Dashboard will show the details of real time view of progress of schemes and will also help the state in quick and more effective decision making.
It will also improve transparency and allow citizens to know the progress of schemes and other developmental works.
Agriculture minister Th Biswajit Singh, MAHUD minister Yumnam Khemchand, works minister Govindas Konthoujam, Textiles, Commerce and Industry minister Nemcha Kipgen, Tribal Affairs & Hills minister Letpao Haokip, social welfare minister Heikham Dingo, Transport minister Khasim Vashum, chief secretary Dr Rajesh Kumar, senior government officials and representatives of IIFCL Projects Limited also attended the launch programme among others.
During the programme, the CM also released a coffee table book of Department of Information Technology titled
"Evolution of eOFFICE in Manipur" .
