Imphal, October 11 2016:
The State unit of the BJP led by Prahlad Singh Patel, BJP in-charge of Manipur Pradesh, State unit president K Bhabananda Singh and vice president of the State unit Premananda Singh have jointly submitted a memorandum to Governor Najma Heptulla alleging that the Congress Government has gone on an election oriented recruitment drive.
In the memorandum, the State BJP said that the 11th Assembly election is due in January/ February next year and the Election Commission of India has taken up the necessary preparations for holding free and fair election.
On the other hand, the State Government has gone on a recruitment spree in over 20 Government Departments, said the memorandum.
The process of recruiting over 7000 employees (Over 4000 policemen and around 3000 in civil posts) is going on in full swing so that it is completed before election dates are announced by the ECI, said the BJP.
Moreover there is no budgetary provision for the new recruits as reflected in the State budget for 2016-17, said the memorandum.
The State Government has also regularised the service of 100 part time lecturers of colleges and higher secondary schools recently with prospective effect from April, 2017, said the memorandum and added that the recruitment drives are purely election oriented.
Such recruitment drives do not conform with the financial health of the State, contended the BJP and added that even regular payment of salaries for the State Government employees is difficult.
More than half of the State Budget go into meeting the salaries of the Government employees, said BJP and added that if care is not taken, the State may see a repeat of 1999-2000 when the Government could not pay the salaries of its employees regularly.
Taking these facts into consideration, the State BJP urged the Governor to look into the election oriented recruitment spree of the O Ibobi led Congress Government in the State in public interest and also in the light of free, fair and just polls for the Assembly election scheduled for the early part of next year.
