Imphal, May 23 2009:
Instances of recruitment/appointment of personnel in different Government departments in violation of prescribed norms have been unearthed out which two latest case involve alteration of recruitment dates.
According to a reliable source, no less than 178 new Home Guard personnel were recruited through the now familiar back-dating method to dodge detection of the massive appointment exercise in view of total prohibition imposed by the Home Department.
The recruitment anomaly is said to have been detected by sleuths of the State Vigilance Commission whom the State Government had entrusted to investigate induction of Home Guards as there was strong suspicion that Home Department order of March 3, 2005 banning fresh recruitment without prior consent of the Government has been violated.
Consequently armed with the list/details provided by the Home Department of 225 Home Guard personnel, the Vigilance sleuths reportedly launched the probe culminating in the detection of 178 personnel whose appointments were effected back-dating the induction period/programme.
These appointments also had no approval of the Government as was stipulated in the Home Department order, the source maintained while confiding that the Vigilance Commission had recommended for invalidating appointment of the 178 personnel as there is clear violation of the ban order.
in another appointment irregularity case cracked by the Vigilance Commission, post of an Assistant Surgeon in the Veterinary and Animal Husbandry Department is reported to have been filled in through aberration of the individual's age intended to meet criteria of service entrance age.
The Commission has promptly recommended service termination of the individual identified as one Mayanglambam Priyobarta, who joined service on June 26, 1983 as an assistant Surgeon with November 1, 1958 registered as the date of birth.
As the Vigilance probe procedures included communication with the Central Board of Secondary Education for the official age confirmation it came to light that M Priyobarta was actually two years younger than the age inserted at the time of official registration, the source conveyed.
It is also informed that, Vigilance Commission sleuths have stumbled upon a case of submission of false academic certificate in the appointment of a Fieldman in Horticulture and Soil Conservation Department.
The Fieldman, whose initial appointment was on adhoc basis, identified as K Pishakmacha submitted forged certificate of class IX for the post.
The Commission has prepared and submitted charge sheet in a relevant court for initiation of criminal case against the fraudster, the source added.
