Even though Government of Manipur has been making all out efforts to complete preparation of list of its employees (MGEL), detection of irregularities and inconsistencies in the list of employees of the State Police Department submitted to the Finance Department and the NIC has caused a deadlock in the process.
According to a reliable source, apart from irregularities and inconsistencies detected in the list of employees of State Police Department submitted to the Finance and the NIC, failure of appointing its nodal officer has seriously impeded in the process of finalising the list.
Citing instances of irregularities and inconsistencies in the employees' list of the Police Department, the source pointed out fresh recruitment of 135 Sub-Inspectors as against the created post of only 70, absence on description of the posts and the salary components.
On the other hand, it is said that the Arts and Science Graduate teachers that have been recruited by the School Education Department not long ago are yet to be covered in the MGEL although the Government has already initiated discussion on preparing list of teachers under District Council as well as of the Casual, Muster Roll and Work-Charged employees under Engineering Departments.
It may be noted here that at the time of submitting report to the 11th Finance Commission, the State Government had quoted the number of its employees as 72,000.However, after the process of preparing MGEL, the figure has come down to 62,000 only.
The source further disclosed that reverification of the employees who have already been brought under the purview of MGEL would be conducted soon.
Meanwhile, according to another source, the prospect of availing the recommendation of the 6th Central Pay Commission to the employees of the State Government from April next year is high.
Necessary details related to extension of benefits of the Central 6th Pay Commission to the State Government employees would be included in the budget, the source disclosed, adding that the award of the 13th Finance Commission would also be receiving.
A committee headed by Chief Secretary as its chairman would also be submitting a report to the Finance Commission enumerating the amount of fund that would be required for ensuring the benefit of 6th Pay Commission to the State Government employees, the source informed.
