Following the finalization of the sectoral allocation of the Plan fund, the State Planning Department has instructed all Government Departments to fully utilize the funds allocated and to prepare a Recast Plan for 2004-05 and submit the same by October 16.Disclosing this, an official source said that all Government Departments have started working over time to prepare the Recast Plan and submit it by the deadline set, that is October 16.The Planning Commission has made it clear that no department will be allowed to crate additional liabilities, institutions and offices, said the source.
Any decision regarding loans should be taken after consulting the Planning Department and the Finance Department.
The Finance Department has also been asked to ensure that it realizes its resource target for 2004-05 and many departments including Power, PHED and Transport have been asked to realize their resource mobilization targets.
The Planning Department has stipulated that all ongoing Central and State schemes should be finalised in the Recast Plan, said the source and added that if any new scheme is to be taken up then the approval of the Planning Department should be sought.
Departments have also been told to submit a Detailed Project Report for any projects to be taken up under the one time ACA within one week to the Planning Department and the same will be forwarded to the Planning Commission for approval.
Moreover all departments have also been asked to prepare their Revised Estimates for 2004-05 and to submit the same to the Finance Department.
Of the Rs 781.25 crores sanctioned under the Plan size for 2004-05, the Congress led SPF Government has given more thrust to social service sector and earmarked a sum of Rs 35502.53 lakhs towards this, said the source.
Out of this Rs 11624.04 lakhs have been set aside for general education and technical education, Rs 1322.14 lakhs for sports and art and culture, Rs 1915.91 lakhs for medical, Rs 6709.87 lakhs for water supply and Rs 1806 lakhs for housing.
For urban development, the Govt has set aside rs 6978.60 lakh while another Rs 5000 lakh have been earmarked for the Capitol project.
The share of SC, and STs and minorities is Rs 2292.24 lakhs.
