The CDPOs, assistant CDPO and supervisors Integrated Child Development Services have been caught in a dilemma as their service rules have been switching from State policy to central policy in a random manner.
Speaking at a press meet today, president of ICDS Supervisors' Association M Memcha noted that the promotion of supervisors, assistant CDPOs and CDPOs were normally done according to the established rules under a policy of the Union Government.
But in Manipur, the service promotion rules of the Central were followed in some cases while at other times, promotion of the employees were done in accordance to State policy.
As such, the supervisors of ICDS have been bearing these irregularities since many years back, disclosed Memcha.
According to a guideline issued by the Union Government in 1999, the post of assistant Child Development Project Officer should be given to the senior most supervisor, she noted.
Memcha lamented that the State Government deliberately flouted the guideline of the Union Government and appointed a new assistant CDPO rather than from among the existing supervisors under a policy of its own.
Observing that assistant CDPOs and supervisors are equivalent in rank and pay scale, the president of ICDS Supervisors' Association appealed to the authority concerned to resolve the impasse now plaguing the Integrated Child Development Services concerning the promotion of employees to the rank of CDPOs.
