Imphal, July 19 2013 :
A week-long training programme on human rights was opened today at the Centre for Human Rights and Duties Education, Manipur University.
Deputy Chief Minister Gaikhangam graced the opening function as chief guest where former Principal Secretary P Saratchandra and MU Students' Welfare Dean RK Hemakumar were also seated on the dais as guests of honour.
Speaking at the opening function, Gaikhangam noted that human rights has become a major subject apart from a major issue across the world.
He stated that the issue of human rights should be studied starting from the family level.
A person who does not infringe upon rights of other family members within his /her family would not offend other people in the society.
Admitting that there are several cases of human rights violation at different capacities, Gaikhangam explained that human rights and duties should go hand in hand.
Many JACs and civil society organisations have been refraining from claiming dead bodies as a sort of pressure tactics after a person has been killed under controversial circumstances.
By doing so, the JACs and the civil organisations have been violating the customs of the Manipuri people as well as the rights of the victim family.
Whether a dead body is claimed or not, the Government would do what it needs to do.
The Deputy Chief Minister also underscored the importance of smooth coordination between the Government and the civil society in order to make Manipuri society a progressive one.
However, in spite of the numerous cases of human rights violation by police and people's repeated suggestion to organise extensive training programmes on human rights for police personnel, the Deputy Chief Minister who is also in charge of Home Department did not mince a word on the matter.
Centre for Human Rights and Duties Education co-ordinator Dr M Sureshkumar claimed that the topic of human rights and duties need to be taught from primary level.
P Saratchandra observed that a number of programmes taken up in the State for welfare of people have been ironically violating human rights.
Given such unexpected negative impacts, all development projects should be taken under an inclusive policy.
Altogether 16 resource persons would be conducting the training programme which would continue till July 25 .
