JAC-PLAL deprecates MLA Nemcha

The Joint Action Committee for Protection of Liangmai Ancestral Land (JAC-PLAL) stated today that "the certification of Nemcha Kipgen, MLA of Kangpokpi assembly constituency, to create Gorkhaland in the hill areas of Manipur to lure Nepali voters is simply a mockery and an abusive gesture".
The Liangmai JAC then advised Nemcha Kipgen and 'self style' Gaon Bura Hari Nepal to run through the constitutionally protected land holding system of the tribals especially in the hill districts of Manipur "because it would be too costly to regret later on" .
This JAC-PLAL statement came at the backdrop of the torching incident of a house by 'unknown miscreants' at Poudel Basti recently.
According to the statement of JAC-PLAL, while everyone in the area is concerned and looking for an amicable solution to the incident, Hari Nepal has been tirelessly spiting venom.
"Unlike Hari Nepal's organizations, JAC-PLAL is mandated by 70 plus Liangmai villages in the state under the popular leadership of T.Disimang.
Every activities or statement of JAC-PLAL so far is consensus and the support to JAC-PLAL by various tribal forums is gaining momentum each day," it claimed, while adding, "It's imperative for the law enforcing agencies, district administrators and the general public to revisit the roles and status of Mr.Nepal in the society" .
The Liangmai JAC then accised Hari Nepal as a self styled Goan Bura (GB) of Irang part I Nepali blocks.
He survives by looting the MGNREGS fund of the poor Nepali villagers," the JAC-PLAL accused.
According to the JAC-PLAL statement, Hari Nepal neither owns a house nor any of his relatives is settled in Irang areas.
"Though he is an outsider the local Nepali villagers couldn't raise their voice against him as he controls the MGNREGS fund backed by the local MLA Nemcha Kipgen, which is why he had to write several paragraphs defending his boss through whom he makes his bread and butter.
Anyone interested to know if he is a real mandated Nepali leader must go and ask the local villagers," the JAC-PLAL statement added.
According to JAC-PLAL, Hari Nepal is known for floating social organizations for his vested interest without consulting anybody and makes himself the leader.
"To cite a recent example, he was the founding president of the United Gorkha Committee, Manipur (UGCM) that submitted a memorandum to the Government of Manipur demanding 'Native Status' for Nepalese in Manipur.
Concerned Nepali leaders had to step in and force dissolved the organization and its demand immediately as they know such irrelevant demand is only inviting danger on the face of it.
This time again another JAC is formed donned himself as the Convener in which no other Nepalese were interested as they know such committee/organization under him will only invite more troubles," the JAC-PLAL statement pointed out.
The JAC-PLAL then alleged that Hari Nepal was socially boycotted by Nepali community and Liangmai Nagas in Irang areas in a joint meeting convened by JAC-PLAL on November 8, 2016 at Tapon village for creating troubles in the area.
The JAC-PLAL said that it is not interested in countering to the "baseless" argument in claiming to "our ancestral land" by individuals like Hari Nepal and the "headless" tribal MLA of Kangpokpi assembly constituency.
"Our land demarcations/sketch map of the village boundaries stands clear in the official gazette.
We have never consented to any government (British or India) at any point of time for allotment of our land to anybody," the JAC-PLAL said.
It also stated that the Liangmai Nagas have been allowing the settlement of Nepalese in "our area" purely on a humanitarian ground with certain terms and conditions.
It said the payment of annual tributes to the landowners by Nepali tenants which is practiced till today itself is the clear evidence of the land ownership.
"Mr.Hari Nepal must be reminded that the Britains came and were long gone.
Whatever deal/agreement between you the Nepalese and the British during colonial period in return to your service is irrelevant in our land now.
The documents or proof you have of that British period is no longer worth even a tissue paper today," the JAC-PLAL added.
