Joykishan questions stand not to hold Winter Session

The decision of the Government to not hold the Winter Session of the Manipur Legislative Assembly is "very unfortunate", said Thangmeiband AC MLA Kh Joykisan today.
The MLA was attending a foundation stone laying ceremony of Manipur Water Supply Scheme at Lalambung Makhong.
At the event, Joykisan said that the decision of the Government to cancel the Winter Session of the Assembly has painted a wrong picture of COVID-19 paralysing all functions of the Government.
The Monsoon Session after the Budget Session was also held only in name.
The Assembly hall can easily accommodate the MLAs without compromising the safety guidelines of Covid, he said.
Holding the Assembly Session will allow the Government to introspect on the development policies it is taking up and further enhance their efficacy.
Only calling reports of projects and works from the Government Departments doesn't yield satisfactory results, said the MLA and added that it is deliberating the issues and asking for reports from the Ministry concerned dur ing the Assembly Session that yields satisfactory results.
Important issues can also be deliberated on the floor, he said.
As the Winter Session has been cancelled, he suggested that the Government may launch a web portal where MLAs and Ministers can log in and upload or get information, status/reports on various projects concerned.
If such an alternative means is not instituted, the "value of being a representative of the people would be diminished", he said.
On the other hand, the Government has not been holding the meetings of the various committees of the Assembly.
These meetings of the committees may be held following the Covid SOP, he said, asserting that the various resolutions adopted by the committees earlier have not been reflected in the works concerned yet.
Talking about the Manipur Water Supply Scheme, he said the project will be financed by the New Development Bank and implemented by the PHED (Public Health and Engineering Department) and Keystone Infra Private Limited.
The project consists of constructing a 0.8 million litre overhead tank, a 0.2 million litre emergency service reservoir.
The water supply scheme will cover Thangmeitaand Assembly Constituency (AC) and some areas ofUripok AC.
All assistance will be provided to complete the project in time, he said.
