NRHM clarifies

Following news reports about the salary structure of contractual staff under National Rural Health Mission (NRHM), the State Health Society, NTHM, Manipur clarified that the salary paid to the staff is in accordance with the approval of Ministry of Health and Family Welfare, Government of India.
A statement issued by Ng Monota, State Programme Manager, SHS, Manipur said as the salary approved by the Ministry for NRHM contractual staff is higher than the fixed pay prescribed by Finance Department (PIC) of the State Government, the balance of remuneration is paid to staffs as Performance Based Honorarium (PBH) .
As has been misrepresented by certain vested interests, the PBH is not a prospective calculation over fixed pay but is simply a residual nomenclature to accommodate consolidated salary for the staffs, the statement clarified.
Stating that the State Health Society is committed to improve health care delivery by improving performance and discipline in the staffs posted under NRHM at all levels, the statement added that out of 420 sub-centres in the State, not a single sub-centre is functional as delivery point despite posting of staffs under Health, Family Welfare Department and NRHM in these facilities.
Out of 85 PHCs in the State, only around 8 were functional as 24x7 PHCs till October 2011, it stated.
It said that due to sustained efforts over the last six months, 23 PHCs are now providing round the clock services while adding that consideration of increase in salary would be feasible at the Government of India level if peripheral service delivery were to improve to a minimum.
Reiterating to enforce performance among NRHM staffs, the SHS statement urged all its staffs and public to guard against misrepresentation of facts and deliberate attempt to malign the image of NRHM programme.
