Joy dismisses Lokayukta Bill

Categorically stating that the Manipur Lokayukta Bill passed by the State Assembly a few days back would not be able to serve its purpose, veteran MPP MLA O Joy has compared the Bill to a toothless tiger.
O Joy inaugurated a newly constructed building of Kakwa Ibudhou Moirangpokpa, Chajing Mamang Leikai community hall, Langthabal Kunja community hall and waiting shed as well as MPP election offices at Kakwa Asem Leikai, Langthabal Kunja Mayai Leikai and Langthabal Kunja Awang Leikai, all within Langthabal Assembly constituency today.
Speaking at the inaugural functions Joy said that he welcomed the Manipur Lokayukta Bill prepared with the objective of checking corruption in the State but the Bill on account of certain flaws would not be able to deliver its stated purposes.
As per the provisions of the Bill, any complaint filed against the Chief Minister on corruption can be processed only when the majority in the State Assembly give consent.
It is this very provision which makes the Bill a lame law, Joy asserted.
Generally, the Chief Minister is the one who is supported by majority of the MLAs.
It would not be impossible to process a any charge of corruption raised against the Chief Minister as the majority MLAs would obviously side with the Chief Minister, Joy pointed out.
Claiming that he contended to make the Governor competent authority for the Lokayukta Bill in place of the Chief Minister when the Bill was discussed in the State Assembly, Joy lamented the Bill was passed in its original form as the majority voters supported it.
Taking serious note of the Chief Minister's statement given on the floor of the House that a PIL case pending in the Court in response to a private member resolution, O Joy asserted that the pending case is about PAP System.
Noting that there are some people who have been anguished when the relevant authorities clarified about Supra national authority and pledged to safeguard territorial integrity of Manipur, Joy stated that the most suitable platforms to fight such elements are the Parliament and the State Assembly.
As such, voters need to elect those candidates who can serve the interests of Manipur, he asserted.
He said that he would fight the forthcoming Assembly elections on the planks of abolition of corruption, protection of the State's territorial integrity, enforcement of the Inner Line Permit System and effective tackling of the menace of drug abuse.
MPP general secretary Robin Blacky gave credit to O Joy for the changes and development seen in Langthabal AC.
He said that 102 houses have been built in Langthabal AC with funding from the Ministry of Urban Development.
He asserted that the critical situation of contemporary Manipur calls for re-election of O Joy to the Manipur Legislative Assembly.
