Though Gauhati High Court issued a directive ten years back for appointment of a regular Deputy Director for Tribal Development and Other Backward Classes Department, the State Government has been defying the directive by appointing an official to the post of Deputy Director on adhoc basis.
In defiance of the High Court directive which is ten years old, one L Rajendro from Imphal East was appointed to the post of Deputy Director on adhoc basis as per the order 1/23/97-TD/215/1998 issued by the Department.
In accordance to the concurrence followed by the Department of Personal, the tenure of the adhoc Deputy Director was extended every six months till March 31, 2000 .
Although the initial order was not violative of any norms, the extension order issued by the TD Department on April 1, 2000 using Department of Personal's UO number 58/2000/2001 stated that the tenure of the Deputy Director was extended until a new Deputy Director is appointed on regular basis.
This was discovered during an investigation by the State Vigilance Commission.
On checking the register of the Department of Personal, it was found that the period of extension was from April 1, 2000 to September 30, 2000 only.
As the department realised this discrepancy in 2007, the extension order issued earlier was cancelled, informed a reliable source.
Following a complaint filed by L Rajendro at Gauhati High Court against the cancellation of his service extension order, the Court passed a ruling directing the department to retain Rajendro in his post until a new Deputy Director is appointed on regular basis.
Subsequently, the department and the Government took up necessary actions.
In the meantime, Rajendro filed an appeal at Gauhati High Court seeking his appointment to the post of Deputy Director on regular basis.
After hearing the appeal, the High Court directed the Government to appoint a Deputy Director on regular basis according to recruitment rules, and also to retain Rajendro in his post until a regular Deputy Director is appointed.
In the course of the investigation, the Vigilance Commission came across a circular notifying that files related to Rajendro's service have been lost.
Moreover, it was found that the department and the Government did not take up any steps to implement the latest High Court directive.
Nevertheless, the Vigilance Commission has recommended the Government to appoint a Deputy Director on regular basis in compliance with the Court's directive.
On the other hand, the Vigilance Commission has unearthed a fraud case in which an individual joined service using his elder's brother's certificate under die-in-harness scheme.
The Commission has, subsequently, recommended the School Education Department to terminate the fraud from service.After the demise of Md Rahimuddin who worked as a Primary Teacher at Leingoijin Primary Madrassa, his younger brother Md Abdul Waheed of Thoubal Moijing joined service under die-in-harness scheme in 1996 .
However, certificates of class X and class XII furnished by Abdul Waheed at the time of joining service were found to be of his late brother, added the source.
