Unlike in other parts of the country where the respective State Governments today observed the birth anniversary of first Prime Minister Pandit Jawaharlal Nehru as Children's Day by organising befitting State function, in Manipur no State function in connection with Children's Day had been organised by the State Government today.
In previous years, the State function of the Children's Day was organised under the aegis of the Women and Child Development Division of the Social Welfare Department, Government of Manipur.
As to why the Children's Day is not being observed by the Social Welfare Dept this year, an official of the Dept said that it might be due to lack of adequate staff for organising the function as there is no separate Division for Women and Child Development or a Directorate.
It may be noted here that along with appointment of separate Directors and Joint Directors, the functioning of the Social Welfare Dept was carried out under two divisions as Social Welfare Division and Women and Child Development Division since 2004 .
However, on June 5 this year, the State Govt issued an order to the effect of amalgamating both the division.
According to the order, both the Divisions have to be under one Director.
As a consequence of this, there has been some confusions and difficulties in implementation of the schemes and projects related to women and child development in the State, the official added.
