House passes motion of thanks to Guv's address

The Manipur Legislative Assembly today passed a motion of thanks to the Governor's address given on the opening day of the session.
The motion of thanks was moved by Health Minister Dr Sapam Ranjan and seconded by Water Resources Minister Awangbow Newmai.
Soon after the motion of thanks was raised, Congress MLAs K Meghachandra, Th Lokeshwor and K Ranjit, citing different reasons, demanded amendment of the Governor's address.
Clarifying to the points raised by the three Opposition Members, leader of the House and Chief Minister N Biren pointed out that the Governor's address, generally, gives a brief account of the Government's past deeds, present activities and future plans and programmes.
It would be quite voluminous if all the details are tabled in the House.
Nonetheless, the Government has taken note of the ideas and suggestions shared by the Members, Biren said.
It is true that 504 cases were registered under the ND&PS Act during the current financial year while 32 were convicted and 84 are currently put under detention but there are certain difficulties in presenting all the details at the moment, the Chief Minister said before adding that the matter may be discussed in the next sitting of the ongoing session.
Responding to a point raised by K Meghachandra, Biren said that the Government is quite serious about the War on Drugs.
Clarifying to certain observations made by K Ranjit, the Chief Minister informed the House that an UAV has been procured for deployment in the operations against poppy cultivation in addition to using drones and satellite maps.
With regard to K Ranjit's suggestion that the Governor's address should have reflected the fact that all the 60 Members of the House are warriors of the War on Drugs, the Chief Minister appealed to the Opposition Member to raise the matter as a private member resolution.
"We would see that the private member resolution is passed definitely", Biren added.
He further informed the House that the Government has consulted the High Court of Manipur on appointment of Judges to vacant posts.
The money collected from the public in the form of GST is again used in development projects but the details are not reflected in the Governor's address, Biren said.
The Chief Minister stated that the Manipur Staff Selection Commission has been established, and recruitment of Chairperson and members is going on.
The Government has been working to fill up many vacant posts.
As for the recruitment being carried out by some departments at the moment, they are all contract staff, Biren said in response to an observation made by K Meghachandra.
It is true that the Governor's address does not mention State Highways, MDRs and ODRs.
Nonetheless, there is a plan to construct/expand such 79 roads, Biren said in reply to Th Lokeshwar.
There is a policy to motivate players and the Government has been supporting them.
Moreover, there is 5 per cent reservation for players in Government recruitments, the Chief Minister said.
He said that results of the recruitments exams held for appointment of 923 Graduate Teachers and 602 Primary and Graduate Hindi teachers would be announced during the current month.
Further, the Government has been working to declare the results of the recruitment process initiated for appointment of 1000 Primary teachers, Biren said.
Later, the House unanimously passed the motion of thanks to the Governor's address.
