In an effort to downsize its staff the State Government has ordered abolition of 14,385 posts in several Departments including Raj Bhavan with immediate effect even as 5000 Work charge are converted into regular employees.
The Principal Secretary (Finance) V Chibber issued an order to this effect last month.
The downsizing affects 53 departments including the Governor�s Secretariat.
The order issued on July 11 said that abolition of the 14,385 posts shall be effective only when the regular incumbent (s) retire or vacate the posts as the case may be.
In other words the down sizing of the departments shall apply only when the regular vacancies are available.
If the vacancies are already available it shall be deemed that the posts are abolished with immediate effect and the post (s) so occupied by adhoc/in-charge arrangements shall also stand abolished with immediate effect.
But the cases involving courts directions will be exempted, the order said.
The decision to downsize the staff in the form reduction of the number of posts and abolition of the posts as the case may be, was taken following a meeting of the Committee of Officers on May 7 last.
The committee also invited representatives of the Departments concerned.
The Committee of Officers was constituted on May 5 this year following a Finance Department recommendation.
Chief Secretary was the chairmen while the additional Chief Secretary (I) and (II), Principal Secretary (Finance) and Commissioner (DP) are the members.
The notification also said the ban on promotion issued by the Finance Department on March 19 shall be deemed to have been lifted with effect from June 19, subject to the sanctioned posts being treated as having been amended after taking into consideration the downsizing, the order said.
The ban was imposed for a period of three months.
The Industries and Engineering Department suffered major casualties in the downsizing move.
