BJP bats for comprehensive law

BJP Manipur Pradesh has recommended the State Government to enact and implement a comprehensive regulation in accordance with the powers given to it by the Constitution of India.
"The gravity of the present situation in the State may warrant the State Government to invoke an enabling law to make and implement a regulation that imposes reasonable restriction on entry into Manipur by any non-resident person without a valid pass issued by the competent authority and transfer of land owned by residents of Manipur to any non-resident person, if necessary by adapting good practices from other States to suit the local requirements", reads the BJP's recommendation.
Speaking to media persons today, BJP Manipur Pradesh president Th Chaoba stated that copies of the memorandum have been submitted to the Bill drafting committee as well as JCILPS today itself.
Whereas specific provisions like the 5th Schedule and the 7th Schedule were incorporated in the Constitution of India in order to protect the interest of the Scheduled Tribes in the North East region, no mention was made about other indigenous people of Manipur.
This may be attributed to the fact that Manipur was not a part of the Dominion of India before October 15, 1949.A permit system was in place in Manipur prior to its abolition in 1950 .
Pointing out that the Constitution of India empowers the State to make laws/regulations in matters of public order and land, Chaoba maintained that the State Government may consider the feasibility of promulgating an Ordinance in accordance with the provisions of the Constitution of India.
"BJP Manipur Pradesh, in consideration of the issues of public order, land, peace and good governance and in the interest of the local population including the Scheduled Tribes in Manipur may suggest the State Government to make and implement a comprehensive regulation", Chaoba added.
