Govt draft displeases JCILPS

Leaders of the Joint Committee on Inner Line Permit System have expressed dissatisfaction over the present draft of a legislation similar to the ILPS prepared by the State Government and placed a five-point demand during a meeting with CM O Ibobi and members of All Political Party on ILP and legal experts at the Chief Minister's Secretariat today morning.
Speaking to media persons at the office of JCILPS today, convener of JCILPS Ibotombi Khuman said a nine-member team of the JCILPS met the CM, members of All Political Party on ILP and legal experts at the CM Secretariat.
The JCILPS leaders placed demands to include provisions in the draft Bill that mandates issuing of pass or permit to non-indigenous people who come to the State; inclusion of a point of 'cut of base year -1951 in the Bill; not to give land ownership right to the non-indigenous people, installation of a full fledged Labour Department for proper registration of migrant workers who are willing to visit the State and and detection of non-indigenous people and deport them to their native place.
A legal expert who was present at the meeting stated the 'cut of base' cannot be made from 1951.It should be made only from the day the legislation is being implemented.
The JCILPS members also highlighted that as per the census report of 2010, the total population of non locals staying in the State accounts for 0.11 percent of the total population of the country while the total population of the indigenous people of the State accounts for just 0.09 percent of the country's total population, Ibotombi said.
The CM also reportedly said that under article 19 (1) of Indian Constitution every citizen of India has the right to settle in any part of the country.
On the demand for full fledged Labour Department to check and control the influx of migrants, the CM said that the Labour Department is already a full fledged one and is functioning fully.
The JCILPS members said that they found the Labour Department not functioning properly during a recent inspection.
Regarding the detection of non locals and their deportation to their native place, the CM assured to deport all 'immigrants' while adding that Indian citizens have the right to stay anywhere in the country.
The JCILPS representatives also requested the CM to convene another round of meeting before Feb 25, Ibotombi Khuman said.
