Landed assets now transferable more smoothly

Addressing the existing gap in immovable property transfer, the Manipur Government has streamlined the process, making it faster and easier.
As per an office memorandum dated April 28, 2025, issued by Namoijam Kheda Varta Singh, Secretary (Land Resources), sale deeds, gift deeds, and mortgage deeds can now be executed under Rule 2(g) of the Manipur Regulation of Sale Deed Registration Rules, 2019 (as amended and notified with effect from March 27, 2023) .
This move aims to facilitate public interest.
The memorandum read "The State Government had prescribed procedures for registration of sale deed, gift deed or mortgage deed vide notification of the Manipur Regulation of Sale Deed Registration (Amendment) Rules, 2023, as published in the official gazette no 539 dated 27.03.2023.The said rules required the SubRegistrar to call for a resolution of the Gram Sabha concerned or the Urban Local Body concerned, in case the subject land of such registration is located in a rural or urban area respectively, recommending such registration prior to actual registration.
"It has been brought to the notice of the State Government that people are facing hardship at large scale owing to the absence of any mechanism for transfer of immovable property at present.
Hence it is clarified that sale deed, gift deed or mortgage deed may be done in accordance with available procedures under rule 2(g) of the Manipur Regulation of Sale Deed Registration Rules, 2019, as amended and notified with effect from 27.03.2023, in public interest and with immediate effect" .
