Khebung better option than Tengnoupal as DHQs: Committee writes to Governor

The District Development Coordination Committee has written to Governor Ajay Kumar Bhalla urging the Government to develop Khebung in Khunbi village as the district Headquarters of Tengnoupal.
Tengnoupal village, situated on a hilly terrain, presents significant limitations in terms of infrastructure development when compared to the more favourable plains or foothill regions.
As a district Headquarters is expected to evolve with time and accommodate growing administrative and public needs, the potential for future expansion is not there at Tengnoupal, said the committee.
Further, Tengnoupal village is a mono-ethnic and sparsely populated settlement.
The surrounding villages in its vicinity also consist of small population, lacking the demographic and infrastructure capacity typically required for the designation of a district Headquarters, it added.
Also, the Additional Deputy Commissioner (ADC) Moreh has been effectively catering administrative and public services to the people under its jurisdiction including the public of Tengnoupal Block, it said.
The committee further emphasised that there are several designated camps of armed insurgent groups which are party to Suspension of Operations (SoO) in Tengnoupal village areas.
Their proximity poses potential security complications for regular administrative functioning and general public, it said.
On the other hand, Khebung is a vast foothill land that belongs to Khunbi village in Tengnoupal district.
The village authority is ever ready to donate the vast land for the development of District Headquarters, and all infrastructure, said the District Development Coordination Committee.
The concentration of population in and around Khebung is significantly higher compared to Tengnoupal village.
Furthermore, the proposed site is strategically located amidst villages inhabited by multiple communities.
This demographic diversity around Khebung enhances its accessibility and inclusivity, making it a more suitable and equitable location for a district Headquarters.
Such a central and community-integrated positioning would offer considerable administrative convenience and foster balanced regional development, it added.
