Ibobi should be booked: NPLFM

The Naga political Leaders Forum Manipur (NPLFM) today demanded that Chief Minister O Ibobi Singh should be booked and penalised under the same IPC under which con-venor of Joint Committee on Inner Line Permit System (JCILPS), Ratan Khomdram has been charged.
The Manipur Police department has announced a cash reward of Rs 5 lakh to any individual who may provide information leading to the arrest of Khomdram Ratan, convener of JCILPS.
According to Manipur Police, a criminal case has been registered at Singjamei PS, Imphal West district against Khomdram for being a member of banned outfit, United National Liberation Front (UNLF) and for indulging in prejudicial activities against the State, pro- moting social unrest and enmity among different groups of people living in Manipur in the recent past.
According to Abonmai, Chief Minister O Ibobi Singh during a meeting with representatives of the Chura- chandpur JAC had said that the bills would not be accepted by the Central Govern- ment.
At that point, the JAC asked the Chief Minister to withdraw the Bills.
According to Athuan Abonmai, Chief Minister O Ibobi Singh in his reply told the JAC leaders that withdrawal of the bills would invite turmoil as these Bills were passed under the pressure of the umbrella body of several militant outfits.
"Ibobi Singh has acted under the pressure of the militant outfits and so he should be booked and penalised," Athuan Abonmai demanded.
Abonmai then ridiculed the Chief Minister saying that he is leading the so called "all party" delegation to Delhi after having had admitted that the Centre would not accept the Bills.
Abonmai then lambasted the "All Political Party" delegation which is trying hard to win the Centre in implementing the three Bills.
"The move of the Manipur Government is disgraceful," NPLFM secretary Athuan Abomai said while talking to Newmai News Network this evening.
Abonmai alleged the passing of the three "anti-tribal Bills" was totally unconstitutional.
He mentioned the resolution adopted in the recent general body meeting of the forum condemning the Bills which it said affect the interest of all sections of people.
"We cannot accept the nefarious design of the Chief Minister leading the so called all-party delegation now in New Delhi.
It's really shameful on the part of the Government which has remained tight-lipped over the killing of nine innocent protesters in Churachandpur district," he added.
Security forces killed them during protest launched against the passing of the three Bills on August 31 last year.
He alleged that the Manipur Government of cheating the people.
The bodies are yet to be buried as the JAC against the Anti-Tribal Bills has vowed not to perform the burial before their demands are met by the Government.
Abonmai cited the clarification from the Ministry of Home Affairs which said it does not maintain the NRC.
The Census Report which is not found anywhere is said to have registered only the number of households, he said and added that no one accepts fixing 1951 as the cut-off base year.
He charged, "It's unbecoming for the so called all political party to approach the Centre to implement the bills.
The act of passing of these bills by legislators was unconstitutional.
They have bluffed and cheated the people.
Are they not citizens of the state? The unworthy step being taken by the all-party delegation has escalated the prevailing situation".
He then recalled that representatives of the forum met the Governor on January 17, 2016 and submitted a memorandum explaining that the bills are unconstitutional and therefore he should prevail upon the President of India not to give assent to the three Bills.
Abonmai then said the forum will extend support to the proposed agitation announced by the tribal leaders beginning June 9 midnight against the three Bills.
Abonmai also sought support from all walks of life in enforcing the strike.
