Imphal, July 21 2015 :
The JCILPS has reiterated its demand to the State Government to pass a new Bill acceptable to the public for protection of indigenous people of Manipur within 15 days.
If the State Government delays the issue, no one can guarantee that there would not be a more forceful uprising after 15 days, said a press release issued by the joint committee.
The new Bill should clearly lay down its objectives which should be protection of life and properties of indigenous people as well as their common interests.
The Bill should also incorporate all the five points submitted by JCILPS to the Government earlier.
Against the 15 days' time set by the JCILPS for introducing and passing a new Bill, six days have already gone but the Government has not taken up any substantial step which can people's confidence so far, said the statement.
The Government is still unable to produce a tentative Bill for consideration with all stake holders including the JCILPS.
To resolve the conflict between the Government and the masses, there should be a meeting point.
The place and the time of meeting should also be appropriate otherwise the meeting may end in disaster, it asserted.
If the Government acts promptly in accordance with the wishes and aspirations of the masses, there is no need for a meeting between the Government and JCILPS.
It would be more meaningful to study the Bill through media on the premises of the five points submitted by JCILPS.
JCILPS members are no legal experts.
The people have been yearning for prompt actions from the side of the Government in consultation with its Law Department and legal advisors.
There would be no point in holding a dialogue between the Government and JCILPS if the time is not appropriate and situation not conducive, it said.
The joint committee then urged the public to carry on different forms of democratic agitation until the legitimate demand is fulfilled.
