Imphal, April 13 2025:
The Tribal Youth Council Manipur (TYCM) has urged the Tribal Affairs & Hills Department to release 7th Pay arrears for employees of the Autonomous District Councils.
In a statement released today, TYCM said the Department should expedite the disbursal process for 7th Pay arrears (from April 1, 2019 to March 31, 2023) to employees of the Autonomous District Councils, as assured under the Manipur Services (Revised Pay) Rules, 2019, and make the necessary recommendation to the Ministry of Finance, Government of India.
The file related to this matter was earlier referred to the Tribal Affairs & Hills Department by the Chief Secretary, it noted.
The Government of Manipur has granted the 6th Pay benefits to the employees of ADCs from January 1, 2006 till date.
Therefore, there should be no question regarding the grant of the 7th Pay benefits and other entitlements to the ADC employees, TYCM said.
Around 8,000 employees are serving under the ADCs with their services dedicated to the development and upliftment of the hill tribal areas of Manipur.
The lack of uniformity in the implementation of the 7th Pay for Government employees constitutes a blatant violation of the right to equality.
Such disparity fosters a sense of discrimination and creates differing sentiments among the communities residing in the State, it said.
