Imphal, April 29 2025:
Democratic Students' Alliance of Manipur (DESAM) has appealed to authorities concerned and All Manipur Recognised Private Schools' Welfare Association for effective implementation of The Manipur Private School (Registration and Regulation) Rules, 2024.In a release, DESAM pointed out that it has been urging the government to ensure quality education in government, government-aided, and private schools, along with demanding regulation and registration of private schools since 2005.Though the government enacted the Manipur Private School (Registration and Regulation) Act, 2017, in response to the demand, implementation of the same faced obstacles after the private schools' association filed a case in Manipur High Court.
During DESAM's observance of Disturbance-Free Education Zone Demand Day in 2022, the association president announced withdrawal of the case, paving the way for establishment of the Manipur Private School (Registration and Regulation) Rules, 2024 .
However, upon investigation it came to light that only a handful of private schools were formally registered, despite the government issuing the order twice.
On further enquiry, it was found that many private schools did not complied with the registration rules insisting amendments to certain key provisions.
Welcoming the government's initiative to regulate private schools, DESAM appealed to the private schools' association to refrain pursuing legal course that could obstruct enforcement of the rules.
It further urged the association and relevant authorities to engage in thorough discussions to ensure the effective implementation of the regulations.
