Imphal, January 24 2025:
Governor Ajay Kumar Bhalla has summoned the 7th session of the 12th Manipur Legislative Assembly from February 10, in sync with the state cabinet's decision on Wednesday to convene the session.
The 6th session was held from July 31 to August 12 last year.
Earlier on December 21, last year, CLP leader and former chief minister Okram Ibobi slammed the BJP government for flouting rules by not conducting three sessions of the state legislative assembly a year.
He said that the BJP government in the state has no regard for the Constitution.
Rule 17A of the Rules of Procedures and Conduct of Business of the Manipur Legislative Assembly mandates that a democratically elected government should conduct at least three sessions of the state assembly in a year.
Refuting Ibobi's charge, law and legislative assembly affairs minister Th Basanta Kumar said that there is no violation of the Constitution by not holding assembly session three times a year.
The state assembly rules are superseded by the Constitution and as such there is no violation of the Constitution, maintained the minister.
Article 174 of the Constitution of India says that there cannot be more than six months between the last sitting of one session and the first sitting of the next session.
