Imphal, July 29 2025:
In proceedings related to Election Petition No 14 of 2022, filed by Lourembam Sanjay against Andro MLA Thounaojam Shyamkumar, the advocate commissioner appointed by the High Court of Manipur on Monday imposed a fine of Rs 10,000 on the respondent for failing to produce a witness as scheduled.
The hearing was held in pursuance of the High Court's July 10, 2025 order, which had clubbed Election Petition No 14 of 2022 with Election Petition No 25 of 2022 and fixed July 28 for the examination of Defence Witness No 10.However, during the proceedings, counsel for the respondent submitted a prayer seeking time, stating that he was unable to produce DW No 10 before the Commission on the scheduled date.
The prayer was strongly objected to by the learned counsel for the election petitioner, who urged the Commission to impose a cost on the respondent for the delay.
After considering the facts and circumstances, the Advocate Commissioner allowed the respondent's prayer but directed that it would be subject to the payment of Rs 10,000 as cost to the election petitioner.
The matter has now been re-scheduled for the examination of DW No 10 on August 5, at 1 pm .
