Security forces frequently arrest, torture innocent villagers: ZU

The Zeliangrong Union, Imphal Zone has seriously taken note of the conduct of the 18 Assam Rifles and Commando personnel of Manipur Police who are allegedly frequently raiding Khundi Kabul village under Lamsang in Imphal West and arresting villagers on suspicion in the name of counter-insurgency operation in the last five months.
A statement from the union on Monday said some of the villagers were apprehended on mere suspicion and traumatized and caused fear psychosis to them due to the atrocities of the security forces.
The security forces intruded into the residences of suspected individuals during late night time in the name of conducting search operation and arrested villagers without producing arrest memo, and without informing the concerned village authority and non disclosing the detained place/custody after arrest.
Even the panic stricken villagers were threatened to kill for crying and shouting in fear of the act of security forces, the union said.
On June 9, one K Poudonlung (50), a retired MR personnel and one K Machunpou (35), both residents of Khundi Kabui village were arrested on suspicion and bailed out on June 16.During the interrogation K Poudonlung was subjected to third degree torture like electric shock and beaten up blue and black.
On June 25, one P Lucky (30), a resident of Khundi Kabui village was arrested on suspicion and later he was bailed out on August 24 .
On September 25, one K Jimmy (30), a resident of Khundi Kabui village but residing at his mother-in-law's residence in Kakhulong, Paona bazar was arrested on suspicion and later he was bailed out on October 1 .
Most of the arrested villagers were brutally tortured before handing over to police.
The ZU, Imphal Zone strongly condemned the act of security personnel and arresting of innocent civilians/ villagers on mere suspicion without producing arrest memo in the name of counter insurgency.
The security force had been frequently violating the human rights under the shadow of AFSPA in the North East States of India particularly the State of Manipur, the union said.
The union further urged the concerned authority to look into the matter and do the needful to address the grievances of the innocent villagers of Khundi Kabui village and take up necessary action against the guilty security personnel involved at the earliest.
