CoPoTR surprise checks find large scale irregular attendance

Large scale irregular attendance of departmental staff including some district level officers were found during a surprise inspection conducted by Committee on Protection of Tribals Rights (CoPoTR), Chandel District on Monday.
A CoPoTR team led by its secretary Ng Joychandra and advisor Ts Beton Anal along with media persons visited the office of the Chandel Autonomous District Council located at Monsang Pantha.
They found that all the departmental staff members of the council were not attending the office except the Additional Chief Executive Officer, some Staff of Account Section and Education department.

During the visit, the office of the Council's Chief Executive Officer, Chairman and Executive members were also found locked.
When inquired about their absent, Ts Kothar, Additional CEO said that since the ADC was revived and election conducted in 2010, the council was run from a office located in Imphal.
But the departmental staff of the Council attended the Office in the District Headquarters.
He said that there was no instruction from the government to attend the office in Imphal.
The committee members also made a surprise visit to the Offices located at Mini Secretariat complex in the District Headquarters.
At Mini Secretariat complex, the committee members visited the Office of DRDA, ZEO, ICDS, District Social Welfare, Employment Office, District Statistical, DPO SSA, NERCOMP and found that most of the Departmental Heads including ZEO, DSWO and staff were absent.
Later on, the committee members also met and interacted with Deputy Commissioner (DC) Chandel Robert Singh Khestrimayum.
Robert Singh Kshetrimayum said that necessary actions including explanation call and holding of pay had been taken up against erring staff in the past.
And to address the issue, a joint meeting of District Level Officers (DLO) and Chandel Naga Peoples Organisation (CNPO) was also convened on October 26, added the DC.
In consultation with higher authority, necessary action will be taken up against those staff, said the DC.
Ng Joychandra said that the surprise inspection was conducted in view of difficulties face by the people of the District due to irregular attendance of staff.
While thanking the DC for giving assurance to take up necessary action against those erring staff, the Secretary of the Committee also warned it would launch an agitation if the State Government failed to make necessary arrangement to make Autonomous District Council, located Monsang Pantha work at the earliest.
