CM Biren warns landlords not to shelter infiltrators

Imphal, October 16 2022: While appealing to all the communities in the state to extend sincere help in the government's efforts to save the indigenous people, chief minister N Biren Singh has warned of stringent punishment under Foreigners Act to any land owner found sheltering foreigners who entered the state illegally.

Addressing a press conference at his secretariat office on Sunday, the chief minister said that Inner Line Permit (ILP) system has been extended to Manipur under the initiative of Prime Minister Narendra Modi and home minister Amit Shah to save and protect indigenous communities of Manipur.

Amidst the situation, a team of Lamlai police station of Imphal East district nabbed a person named Md Anwar Hussain (54), son of late Amzad Ali from Khabeisoi Mamang Leikai on October 7 .

Md Anwar Hussain, who originally hails from Chaodala village of Rajahi district, Bangladesh, entered India through the Maida district of West Bengal without possessing any document in 1990 and reached Manipur as helper of a truck in the same year.

Anwar Hussain married a local woman and settling in the state since 1990 and even possessed driving licence and Aadhaar card, Biren said and expressed concern over the number of illegal foreigners settling in the state like Anwar Hussain.

Narrating how Anwar Hussain entered the state, CM Biren said that Anwar boarded a train from Malda station and reached Dimapur where he worked as a helper at a tea hotel for around 15 days.

Anwar HusSain then met a truck driver named Maila Daju from Kalapahar and worked as helper of the truck carrying FCI rice from Dimapur to Imphal for two years.

Maila Daju acquired a driving licence for Anwar Hussain with Minuthong Hatta as his address and worked as a truck driver for around three months.

Anwar Hussain then went to Bangladesh and married a woman.

However, he came back to Manipur after six months and continued to operate a truck.

In 1994, Anwar Hussain eloped a woman named Ibem Begum from Lalpani, Jirighat in Assam and stayed at a rented accommodation in Minuthong Hatta.

Ibem Begum got married to another man after having one male child with Anwar Hussain.

In 2004, Anwar Hussain met Thoudam Chaobi Devi of Keinou Thongkha of Bishnupur at Khatkhati, Assam and stayed together there.

In 2006, Anwar Hussain along with Chaobi and their son Milan came to Manipur and stayed in a rented accommodation in Thangmeiband.

The family then shifted to a rented accommodation at Khabeisoi in 2007.In the year 2019, Anwar Hussain purchased a land at Keinou but under the name of Chaobi.

While staying at Khabeisoi, son of Anwar Hussain's first wife named Md Ashraful came from Bangladesh and returned to the country after staying in Manipur for three days.

Due to an illness, Chaobi died on September 26, 2022 while Anwar Hussain married Amubi Begum (27) from Sora on October 6, 2022, CM Biren narrated.

According to CM Biren, a house-to-house survey will be conducted soon to identify infiltrators with the setting up of State Population Commission and legal action would be initiated against any land lord found sheltering illegal foreigners.

The state Government had already announced 1961 as base year for the ILP Act and a mechanism will soon be initiated to trace foreigners including face recognition cameras, Apps to regulate entry and exit, CM Biren said, adding that an operation was launched to identify individuals who have entered the state and remained un-traceable for certain period of time.

Till Saturday, the government has been able to identify and arrest around 613 ILP defaulters during operation launched against illegal violators and they have been booked accordingly.

The main worry is that most of the violators are from Bangladesh with some from Myanmar and some of them have been deported, Biren added.

Stating that the government alone can never succeed in identification and deportation of infiltrators without the support of public, the chief minister said that the success witnessed in the government's 'War on Drugs' and campaign against poppy plantation is because of the support and cooperation of the people.

Works minister Govindas Konthoujam, CAF & PD minister L Susindro Meitei, education minister Th Basanta Kumar Singh, transport minister Khashim Vashum and DGP P Doungel also attended the press conference.
