DGP claims breakthrough in Counter Insurgency Operation

Imphal, June 21 2014 : Imphal West District Police had a remarkable achievement today when the culprit behind a series of IED blasts including the recent one at Singjamei was apprehended after a long-drawn intelligence-based operations, claimed DGP of Manipur Police Shahid Ahmed.

The arrested individual is Ningthoujam Joykumar alias Joychand Singh of Khangabok, Thoubal district and he is a machine-man working in Punshi Press, Paona Bazaar, DGP Ahmed said, while addressing media at his office chamber here.

The police chief further informed that various incriminating articles were also recovered at his instance.

During questioning, Joykumar disclosed that he is working for the proscribed RPF/PLA and is involved in transportation of IEDs from Myanmar and effecting blasts after passing through different conduits/couriers.

The facts revealed during his preliminary interrogation indicate that Joykumar was personally responsible for planting IED at Governor Road, which was recovered by Imphal West District Police on May 14 this year, a place very close to Punshi Press where he has been working, the DGP said.

The DGP said it was also revealed that Joykumar was responsible for the blast of IED at Yaiskul Sougaijam Leirak (Moirangkhom) on June 14 last that left three innocent civilians injured.

There are also strong indications that Joykumar was personally involved in the bomb blast at Singjamei on May 29 last in which two persons were killed and 15 others injured, the DGP said, adding that this major achievement is the culmination of a series of vigorous efforts made by Imphal West District Police in particular and other valley districts police in general.

Immediately after the Singjamei blast, continuous coordinated intelligence-based police operations were conducted in the Greater Imphal area as also in the other valley districts, he said, adding these included effective checking/frisking at various points, cordon and search operations in suspected areas, apart from a series of intelligence-based Counter-Insurgency Operations in different parts.

The effectiveness of these operations may be gauged from the fact that during the period from May 30 to June 20 alone, as many as 55 UGs were arrested and 10 hand grenades, five pistols, one revolver and one detonator were recovered from their possession.

An interesting part of these CI Operations is that out of 55 UGs arrested, 11 were females who were mainly working as conduits in transporting the weapons/IEDs, the DGP said.

He noted that a disturbing aspect of the present law and order scenario is targeting of non-local workers by some of the UG outfit and extortion of money from innocent citizens by delivering demand notes or planting/placing hand grenades at the target's door.

"It was for prevention of such crimes that our special operations were organized and the result shows that the police have been able to exert considerable pressure on the UGs," the police chief said.

"We've now given a definite shape to our preventive operational plan and vigorous operations will continue in the coming months.

A systematic action plan, which involves commandos, civil police, MR, IRB and also women police with effective intelligence back-up has been put in place.

A few thousand personnel are deployed round-the-clock- covering 100-odd points in the Imphal Municipal area alone," he informed.

The DGP went on to say, "We do know that the people are fed up with law and order problems created by UGs, and the same gets reflected by frequent dharnas following each grenade blast.

We earnestly request the people to supplement our efforts to maintain vigilance and help the police nab the criminals before they commit crimes" .
