Imphal, December 03 2008: THE FIRST round of trilateral talk between the Central government, state government and a group of KCP (MC) will be held at New Delhi tomorrow.

State chief secretary Rakesh along with DGP Y Joykumar has left Imphal for New Delhi to represent the state, a highly place official source here said today.

The Chief Secretary and DGP will also be using the opportunity to pursue the matter handing over of the protection of Manipur Chief Minister, O Ibobi to the National Security Guard.

According to official sources here, the first round of trilateral talk is to take place between the leaders of KCP (MC) group who wanted to surrender en-masse, officials of the MHA led by Union Home Secretary and state government represented by the chief secretary who is also holding the charge of home department.

As state principal home secretary DS Poonia is on leave and away in Malaysia, state police DGP will assist the chief secretary, Rakesh, the source disclosed.

Chief Secretary and DGP who are likely to return back to the state capital on December 7 will brief the state chief minister on the progress of first round talk, it added.

A Cabinet meeting on November 5, mention may be made, had discussed on the matter related with the KCP group appraisal which the MHA intimated the state government.

The intimation also mentioned on the details of the surrender policy of the state government which the group wanted to know.

The Cabinet after thoroughly discussing on the matter authorized chief secretary Rakesh to initiate the talk and to take up necessary action on the matter.

During their stay in the national capital, chief secretary and DGP will also hold another separate meeting with the Union home secretary, Madukar Gupta to ask him to reconsider the handing over of the security protection of the chief minister, O Ibobi to the NSG which MHA had earlier turned down.

The state police chief, Y Joykumar put up the proposal to the Union ministry of home affairs during a high-level security review meeting chaired by national security advisor M K Narayanan on the north-east along with the police chiefs of region at New Delhi in the first week of November last.

The DGP himself once again visited the national capital recently to reiterate the state's appraisal but it was rejected, the source said.

The security of the state chief minister, O Ibobi has been a question in the state after the recent two bomb blasts which targeted the Chief Minister's bungalow.

The proposal for deployment of the NSG for protection of the chief minister was taken in a high level security review meeting convened by the Manipur chief secretary on November 3 last which after thoroughly discussed resolved to press the MHA for provision of the NSG for protection of the state chief minister.
